If you cannot use the package file or want to create it from scratch due to internal security reasons or other, please refer to the following.
Create a new flow by selecting "Post to a channel when webhook request is received" from the templates.
On the edit screen of the created flow, right-click the action "Send each adaptive card" and click [Delete].
Under the trigger "When a Teams webhook request is received," click + and then click [Add an action].
Search for "post message" and select the action "Post message in a chat or channel".
The settings for the action "Post message in a chat or channel" are the same as when using the package file. Please refer to the section "Receive Visitor Notifications via Microsoft Teams".

In the "Message" field, click [ < > ] in the upper right corner to make the menu items such as bold and diagonal lines unclickable.
Delete all text in the field and paste the following text.
@{triggerBody()?['text']}
After pasting the text, "fx triggerBody()" is displayed with a red background as shown in the image above.

If you set up without clicking [ < > ], the hyperlinks in the notification will not work and you will not be able to respond.
Be sure to click [ < > ] to make bold, diagonal, and other menu items light gray and unclickable before pasting the text.
Please refer to "Receive Visitor Notifications via Microsoft Teams" for subsequent steps, including saving and activating the flow.
